This Reddit thread had a couple dozen replies and no one knew it. It’s “The Friends of Mr. Cairo” by Jon Anderson (of Yes) and Vangelis. The guy who posted the TOMT request eventually got back to me and said his family was really excited to get the song for his uncle.
